Not sure the pilot facility needs a separate identifier. The NCED does more than research (will touch on construction, project delivery, O&M, asset management, commercials etc) so the name shouldn't appear to limit the scope of NCED. If there is a need to identify the research component under the umbrella of the NCED, I'd suggest simply Rockingham Desalination Research Facility. Two suggestions:

Rockingham, Western Australia

OR

National Centre of Excellence in Desalination
Rockingham, Western Australia
